Re: Mount Royal Traffic Calming
We are writing to formally request the City move forward on the next phase of the Mount Royal Traffic Calming improvements. At the December 10th, 2002 regular meeting of the S.P.C. on Transit and Parking a motion was approved to Instruct Administration to proceed with the implementation of traffic-calming measures proposed in the Elbow Park and Mount Royal Traffic Plan, and supported by the communities as an incremental three stage project beginning with a one year trial in 2003.
It is a known fact that the installation of the trial measures in Mount Royal resulted in negative feedback from some residents; however it is important to note that with the completion of the traffic circles and landscaping this opposition to traffic calming has virtually disappeared. It is equally important to recognize that the work completed in 2006 is viewed as phase two of a multi-phase initiative, with the expectation that the City will continue to work with the community to evaluate the effectiveness of the installed traffic calming measures and continue to address issues of traffic volumes, speed and short-cutting through the neighbourhood. To this end, members of the Mount Royal community have submitted three petitions to the City over the past year outlining traffic safety concerns at Mount Royal Junior High School on 13th Street S.W., at Western Canada High School and College Lane. In addition over 35 residents have written or contacted Bob Weaver, the Mount Royal Community Association Traffic Safety Director identifying ongoing issues with traffic safety. Meetings held with community representatives over the winter and spring of 2007 resulted in a plan of action, reported to the community in the July-August community newsletter and posted on the Mount Royal community website. This communiqu is attached for your reference.
This renewed interest to move forward and address traffic issues in Mount Royal led to a meeting on August 29, 2007 at the residence of Mr. John Torode where the principal focus was on Royal Ave. and related traffic issues. It was very beneficial to have in attendance Mr. Malcolm Logan, Director, Roads as he assisted us in grappling with the complex issue of traffic claming. A follow-up on-site meeting with Malcolm Logan and Bob Weaver on Friday August 31, 2007 provided an opportunity to see first hand the traffic safety issues of most concern to Mount Royal residents. In addition to addressing the traffic calming measures put forth in the Mount Royal Community Traffic Study, Malcolm suggested a number of additional measures which would alleviate many of the traffic concerns.
We are anxious to move forward with these additional traffic calming measures. Improvements to signage can be acted upon immediately, while the construction of additional traffic calming measures can be designed for implementation at the earliest convenience. Mr. Logan is fully briefed on the additional measures required to address traffic calming requirements in Mount Royal. Many of these measures are directly related, such as the proposed turning restrictions on 14 Street, 17 Ave and the work identified for Colborne Cr. at 11 and 12 Streets (measure #1 ~V Mount Royal Traffic Study), Royal Ave. (measure #2), 7th Street (measure #3), 8th Street (measure #4) all of which will address the high volumes of cut-through traffic experienced on Royal Ave., Colborne Cr. and connecting street.
